  The New Metropolitan Agenda is inspired on the New Urban Agenda adopted at the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador, on 20 October 2016. It was endorsed by the United Nations General Assembly at its sixty-eighth plenary meeting of the seventy-first session on 23 December 2016.

Metropolises have grown in the last 60 years to become an essential issue for world survival. The necessary initiative for a Metropolitan Agenda should have been taken in Istanbul 1996 Habitat II. It was not. Neither was in Quito 2016 Habitat III. This Metropolitan Agenda is an initiative to invite UN-Habitat to produce an official one as soon as possible. Habitat IV in 2036, 40 years later than the Istanbul conference is too late for that and would be an irresponsible dereliction of the duty of us all.

This publication acknowledges the excellent work made by UN-Habitat for the New Urban Agenda it takes as a template for the New Metropolitan Agenda. It is an invitation to produce such a document and is offered as a draft. It is not subject to copyright, and it may be freely reproduced provided acknowledgment is given to the author Pedro B. Ortiz.
