  This is a propositive paper. It is the result of a differential comparative approach to frame the municipal budgetary needs of emerging municipalities and metropolises to enter the path to development. In this paper, we are going to try to establish some basic principles on how cities and metropolises should be financed. We hope the approach will be useful for decision-advocates and decision-makers.
The paper focuses on the requirement of finance to build infrastructures in order to position the nation in a globalized world. The municipalities, however, do not have enough budgets to make the investments possible. Thus, it is a nation’s responsibility to balance the financial share of its metropolises.
